Resolves a drag into final Item positions.
Returns undefined when the move cannot be expressed — a locked Track, a
partner that would fall before zero, or a layout that would stack Items on a
Track declared exclusive. A refused plan is a drop the caller should reject,
not a plan to apply partially.
