Writes a whole resolved interaction — every Item it moves — as one edit.
A real timeline gesture is never one Item: reordering a storyline displaces its neighbours, linked audio travels with its video, and a clip leaving a lane closes the hole behind it. Expressing that as a sequence of single-Item moves means publishing states the user never asked for, each one its own revision and its own undo entry, several of them momentarily invalid.
So this takes the finished layout — normally straight from planTimelineMove — and commits it atomically, re-attaching Transitions to whatever pair ends up adjacent. It is the counterpart of the pure planner: the planner decides, this writes.
