Decoding for the parts of an editor that are not the program monitor.
Clip filmstrips and library thumbnails have to share one media pipeline with
playback without stalling it, which means a transient decode budget, serial
ordering, and cancellation the moment playback starts. Every host needs the
same thing, and a host that reaches for frameAt directly gets none of it —
it competes with the playback decoder and freezes preview.
